A certification tells you a person passed a test. It does not tell you whether two people on the same shift will read the same instrument the same way. That second question is the one that actually affects your data.

We see this most clearly with ultrasonic thickness gauges. Two technicians with identical training certificates can still log different readings on the same weld if they were never trained together on the same unit, in the same plant, using the same reference block.
